The Foreign Manufacturers Certification Scheme (FMCS) by the Bureau of Indian Standards (BIS) facilitates licensing for foreign manufacturers looking to trade in India while having their factories located outside the country. This scheme is applicable to products such as AC and its Related Parts, Hermetic Compressor, and Temperature Sensing Controls.

Eligibility Criteria of BIS FMCS:

Manufacturers must have factories established outside India.
Acceptance of all Terms and Conditions set by BIS is mandatory.
Payment of various fees (registration fees, audit fees, license fees, advance minimum marking fees, performance bank guarantees, etc.) is required.
Thorough testing of AC and its Related Parts, Hermetic Compressor, and Temperature Sensing Controls is necessary before applying for an FMCS license.
An authorized Indian Representative (AIR) must be nominated to act on behalf of the firm before FMCS authorities.

General Running Test, Pressure Test or Leakage Test, High Voltage Test, Leakage Current Test, Earth Resistance Test, Cooling Capacity Test, Power Factor Test, Maximize Operating Condition Test, Freeze Up Test, Enclosure Sweat Test, Power Consumption Test, Maximum Heating Performance Test, Electric Strength Test.

Process of BIS FMCS for AC and its Related Parts, Hermetic Compressor, and Temperature

Preparation: Agree to BIS FMCS terms, compile essential documentation including production process flow charts, equipment list, business license, lab results, and raw material list.
Registration Form: Register and pay the registration fee offline at the FMCD department in Delhi or online on the BIS website. Provide accurate information on the application form.
Issue Raised (if any): Authorities evaluate only comprehensive, accurate, and error-free applications. Flaws, if any, are communicated to the organization via email.
Nomination of AIR: Appoint an Authorized Indian Representative (AIR) familiar with FMCS, AC, related components, hermetic compressor, and temperature sensing controls. The AIR must be an Indian citizen and resident.
Factory Audit: Cover the audit expenses. BIS personnel assess the entire production process, including machinery efficiency, adherence to quality control standards, and raw material usage.
Product Sample: BIS representatives evaluate the performance, reliability, quality, and safety standards using a sample of the devices. Samples are tested at both internal and BIS-approved laboratories.
Laboratory Results: If results are unfavorable, the license issuance process stops. If successful, the process for issuing an FMCS license continues.
Issuance of Certification: Pay both the FMCS license fee and the advance minimum marking cost. Receive an FMCS license if fees are paid and prerequisite requirements are met.
Indemnity Bond and PBG: Sign an indemnity bond. Pay USD 10,000 as Performance Bank Guarantee.
