Comprehensive Guide to BIS Certification for Electronic Products

BIS CRS registration, an abbreviation for Bureau of Indian Standards (BIS) certification under the Compulsory Registration Scheme (CRS), is a crucial requirement for manufacturers of electronic goods in India. In alignment with the guidelines set by the Ministry of Electronics & Information Technology (MeitY), obtaining mandatory BIS registration for electronic products is imperative.

Eligibility for CRS Registration:

CRS, or Compulsory Registration Scheme under the Bureau of Indian Standards, mandates registration for individuals or businesses involved in manufacturing, selling, or importing electronic products listed under SCHEME-2. BIS CRS registration is obligatory after product testing at certified BIS test labs.

Category of Products Covered:

Electronic equipment, Computers, Television, Amplifiers, Machines, Camera, Speakers, Power adapters, Batteries, LED, Inverters, CCTVs, Scanners, Storage Devices, Pv modules, Wireless devices, Other products (Plotters, Printers, Set-Top Box, Mobile phones, Cash Registers, Passport readers, Microwave ovens, Smart card readers, Point of sale terminals, Power banks for portable applications, Indian language support for mobile handsets)

Process of BIS CRS Registration:

Identification of IS number: Find the correct IS number for products.
Testing of sample: Send samples to BIS certified labs for quality testing.
Filling of application: Submit an application with test reports and necessary documents.
Issuance of certification: BIS issues the CRS registration certificate within 20 working days after document verification.

Fee for BIS CRS Registration:
Lab Test: ₹ 25,000
Application Fee: ₹ 43,000
Professional Fee: ₹ 10,000
Validity of CRS Registration: 2 years
Renewal Fee: Same as application fee, with an additional professional fee for renewal at ₹ 7,500

Note: The mentioned fees are exclusive of GST. Foreign Manufacturers and Non-MSME entities need to pay an additional fee of ₹ 10,000 for their BIS CRS application.

Guidelines for E-marking of Products under BIS CRS Scheme:

Requirements for Physical Labeling: Devices with e-labels must have a physical label on product packaging. Mass-produced items can use a removable adhesive label on packaging.

Compliance Regarding Information: Compliance-related information must be programmed and protected from tampering. Regulatory details required on product packaging or user manual must be provided.

Accessibility: E-labeled devices should not require additional tools or plug-ins to access the e-label. Details must be accessible within four steps of a device's menu.

User Manual and Instructions: If the primary user manual is electronic, the information may be part of the e-label. Clear instructions on accessing details must be provided.
