Eligibility Criteria of BIS FMCS for Chemicals, Fertilizers, Textiles, Polymers:

Manufacturers with factories established outside India are eligible. Payment of various fees (registration costs, audit fees, license fees, advance minimum marking fees, performance bank guarantees, etc.) to BIS FMCS authorities is mandatory. Extensive testing of Chemicals, Fertilizers, Textiles, and Polymers is required before applying for an FMCS license. Nomination of an authorized Indian Representative (AIR) is necessary to act on behalf of the firm before FMCS authorities.

Fertilizers: Urea, Potassium Chloride, Nitrogenous Fertilizers, Phosphatic Fertilizers, Potassic Fertilizers, Complex Fertilizers, Ammonium Nitrate, Triple Superphosphate.
Textiles: Cotton Yarn, Wool Yarn, Silk Textiles, Jute Textiles, Synthetic Textiles, Rayon Yarn, Finished Fabrics, Ready-Made Garments.

Process of BIS FMCS for Chemicals, Fertilizers, Textiles, Polymers:

Preparation: Manufacturers must agree to BIS FMCS terms. Necessary documentation, including production process records, equipment list, business license, lab results, and raw material list, must be gathered.
Registration Form: Register and pay the registration fee to obtain an FMCS license. Apply offline in Delhi or online on the BIS website. Provide accurate information on the application form.
Issue Raised (if any): Authorities evaluate only accurate, complete, and error-free applications. Flaws, if any, are communicated to the organization via email.
Nomination of AIR: Choose an Authorized Indian Representative (AIR) familiar with FMCS, chemicals, fertilizers, textiles, and polymers, as well as government norms and regulations.
Factory Audit: Cover the audit expenses. BIS representatives visit the manufacturing facility to assess the entire production process, including machinery efficiency, adherence to quality control standards, raw material usage, etc.
Product Sample: BIS representatives collect samples to assess effectiveness, reliability, quality, and safety standards. Evaluate samples at both internal and BIS-approved laboratories.
Laboratory Results: If results are unfavorable, the license issuance process stops. If successful, the process for issuing an FMCS license continues.
Issuance of Certification: Pay both the FMCS license fee and the advance minimum marking cost. Receive an FMCS license if fees are paid and prerequisite requirements are met.
Indemnity Bond and PBG: Sign an indemnity bond. Pay USD 10,000 as Performance Bank Guarantee.
