Eligibility Criteria of BIS FMCS for Domestic Water Heaters for use with LPG:
Factory Units of FMCS applicants must be located outside India.
Foreign manufacturers must accept all Terms and Conditions set by BIS.
Manufacturers of water heaters must pay various fees (registration fees, audit fees, license fees, advance minimum marking fees, performance bank guarantees, etc.) to BIS FMCS authorities.
Thorough testing of water heaters is mandatory before applying for an FMCS license.
An authorized Indian Representative (AIR) must be nominated by the manufacturer to act on behalf of the firm in front of the FMCS authorities.
Requirements of Water Heater for BIS FMCS:
Must have a feature that switches off the gas supply if water flow stops during use.
Building materials must be durable and resistant to deterioration.
The major body of the burner must be made of robust and long-lasting material.
Prohibition on using metals with melting points below 510 degrees Celsius.
Copper and copper alloy parts must pass the mercurous nitrate test.

Preparation: Manufacturers must accept all BIS FMCS terms. Collect necessary paperwork, including production process records, machinery list, business license, laboratory results, and raw material list.
Registration Form: Register and pay the registration cost to receive an FMCS license. Apply offline in Delhi or online on the BIS website, providing necessary documentation. Fill the application form with accurate information.
Issue Raised (if any): Authorities evaluate only complete, correct, and error-free applications. If issues are found, the organization is notified via email.
Nomination of AIR: Choose an Authorized Indian Representative (AIR) knowledgeable about government rules, FMCS, and water heaters.
Factory Audit: Cover the audit cost. BIS representatives visit the production plant to assess the entire production process.
Product Sample: BIS representatives collect samples to assess performance, reliability, quality, and safety standards. Evaluate samples at both internal and BIS-approved laboratories.
Laboratory Results: If results are unfavorable, the license issuance process stops. If successful, the process for issuing an FMCS license proceeds.
Issuance of Certification: Cover both the advance minimum marking cost and the FMCS license charge. If costs are paid and previous instructions fulfilled, the organization is granted an FMCS license.
Indemnity Bond and PBG: Sign an indemnity bond. Pay USD 10,000 as Performance Bank Guarantee.
