FMCS: Food and Related Products

For manufacturers trading in India with production units outside the country, the BIS FMCS (Foreign Manufacturer’s Certification Scheme) ensures adherence to Indian standards, assuring the public of quality, safety, and reliability. This is crucial for organisations dealing with food products, and compliance is verified through audits by BIS FMCS authorities.

Eligibility Criteria for FMCS for Food and Related Products:

Manufacturers must have production units located outside India. Compliance with BIS safety, hygiene, reliability, and quality standards. Payment of obligatory fees, including registration, audit, licence, and others. Verification of food items by the manufacturer. Appointment of an Authorised Indian Representative (AIR) for communication with BIS authorities.

Mandatory Products under BIS Certification:

Infant Formula (IS 14433)
Milk Cereal-based Weaning Food (IS 1656)
Processed Cereal based cereal-weaning food (IS 11536)
Follow Up Formula (IS 15757)

Steps for FMCS for Food and Related Products:

Preparation: Gather all necessary documents, including factory information, manufacturing processes, machinery lists, etc. Comply with BIS standards.

Registration: Pay the registration fee and submit the application form with complete product and factory details to the FMCD department or online at the BIS portal.

Issue Raised (If any): Address issues raised by BIS authorities. If the application is complete, it is registered for further processing.

Appointment of AIR: Appoint an AIR with knowledge of FMCS standards, government regulations, and food items to represent the firm to BIS authorities.

Inspection: Pay the audit fee. BIS FMCS authorities visit the manufacturing unit outside India to inspect location, processes, equipment, etc.

Product Assessment: Collect samples for testing at in-house and NABL-certified laboratories to verify compliance with BIS standards.

Laboratory Reports: Positive reports lead to licence issuance; negative reports require necessary changes by the manufacturer.

Certification: Pay the licence fee, sign an indemnity bond, and provide a USD 10,000 Performance Bank Guarantee (refundable upon licence surrender).
