EXTENDED PRODUCERS RESPONSIBILITY (EPR)

EPR or Extended Producer Responsibility is a mandate issued by the Central Pollution Control Board (CPCB) that applies to electronic and electric equipment listed under Schedule 1. This includes all components, consumables, and spare parts. The EPR regulation is binding on all producers of electronics in the country, including manufacturers, importers, dealers, e-retailers, and bulk consumers. The primary objective is to ensure proper disposal of e-waste to prevent hazardous effects on the environment and living beings.

By obtaining EPR registration, producers are entrusted with the additional responsibility of managing the entire lifecycle of electronics. This includes proper disposal, transportation, storage, dismantling, segregation, and recycling through authorized e-waste recyclers once the equipment has expired.

PRODUCER RESPONSIBILITY

Group 20
  • CPCB (Central Pollution Control Board) is responsible for Extended Producer Responsibility (EPR) authorization for electronic and electric equipment in Schedule 1 Category.
  • EPR is applicable to all producers of electronics in the country, including manufacturers, importers, dealers, e-retailers, and bulk consumers.
  • The producer is responsible for managing the lifecycle of electronics and ensuring proper disposal, transport, storage, dismantling, segregation, and recycling of e-waste through authorized e-waste recyclers.
  • CPCB has assigned the responsibility of collecting and recycling e-waste to the producer, who can either fulfill the responsibility themselves or engage a CPCB-authorized Producer’s Responsibility Organization (PRO).

REQUIREMENTS-

Group 23 epr certificate
  •  Name of the Authorized Person and full registered address with e-mail, telephone, and fax number, Authorized person Aadhar card, PAN card & Signature (JPG file).
  •  Udyam certificate
  • GST Certificate/PAN Card/IEC Certificate etc.
  •  Details & list of Products
  •   Proof of Selling in more than two states (GST/ tax invoice etc.)
  •  CIN Number
  •    Last two financial year Sales record in Tons/KG
  • Capital Investment, & Year of commencement of operation, and List of final products marketed
  • State wise sales record break-up required

EPR Registration and Compliance Process

  • Process starts with registration at CPCB/SPCB by submission of relevant documents required by CPCB which mainly consist of an action plan, agreement, certificates, licenses, etc.
  • Next step starts with the role of authorised waste management agency to collect back agreed volume of post consumer plastic waste in a period of 1 year from desired location and recycle or dispose it safely as per CPCB/SPCB guidelines.
  • Waste collection agency will present relevant documents for proof of waste collection activity
  • On behalf of PIBOM’s agency will submit quarterly report to CPCB.
  • After completion of activity final report will be submitted by agency to PIBOM’s
