FMCS for Household Electrical Appliances

The Foreign Manufacturers Certification Scheme (FMCS) is a licence granted by the Bureau of Indian Standards (BIS) to foreign manufacturers with manufacturing units located outside India. Established in 2000, FMCS ensures that foreign manufacturers trading in India conform to BIS standards and allows the use of the ISI Mark on their products. For manufacturers dealing with household electrical appliances, FMCS certification is essential to trade in India, ensuring high quality, risk-free, and safe products for consumers.

Eligibility Criteria for FMCS:

The manufacturer must have their factory located outside India. Products must be tested for quality, safety, and efficiency at in-built and NABL certified labs. Payment of required fees, including application fee, inspection fee, licence fee, advance minimum marking fee, performance bank guarantee, etc. Agreement with all terms and conditions. Nomination of an Authorised Indian Representative (AIR) by foreign manufacturers.

Process Of FMCS Household Electrical Appliances:

Compliance Check: Ensure that household appliances comply with the given standards, focusing on quality and safety measures.
Document Preparation: Have all required documents ready, including machinery and testing facilities.
Application Submission: Submit signed hard copies of documents to FMCS Department at BIS headquarters or register online. Fill the application form and pay the registration fee. Ensure accuracy and completeness to avoid discrepancies.
Application Review: BIS authorities review the application and address any missing or inaccurate information. Upon successful review, an application number is allotted.
AIR Appointment: Appoint an Authorised Indian Representative (AIR) for communications with BIS authorities in India.
Site Visit: BIS authorities visit the factory to assess site, machinery, manufacturing process, and product quality.
Testing: Conduct product sample testing for safety, efficiency, and quality.
Licence Fee Payment: Upon positive test reports, pay the licence fee.
Indemnity Bond and Guarantee: Sign an indemnity bond and pay a $10,000 USD Performance Bank Guarantee.
