Lead Acid Batteries serve as a cost-effective means of energy storage, utilising a chemical reaction involving lead and lead oxide electrodes immersed in a sulfuric acid solution. This brief overview outlines the fundamental principles of lead acid batteries and their composition.

Key Components:

Electrodes: Two main electrodes are involved - lead and lead oxide. Both electrodes are submerged in a solution containing water and sulfuric acid.

Chemical Reaction During Energy Generation: As the battery generates energy, lead reacts with sulfuric acid, producing lead sulphate. Simultaneously, lead oxide combines with hydrogen and sulfuric acid, forming lead sulphate and water.

Discharging Process: During discharge, lead sulphate accumulates on the electrode, and water builds up in the sulfuric acid solution.

Charging Process: When the battery is charged, the process is reversed, breaking down lead sulphate and converting water back into sulfuric acid. .

Composition of Lead Acid Battery:

The lead acid battery is constructed using lead alloy ingots and lead oxide.
It consists of two chemically distinct lead-based plates immersed in a sulfuric acid solution.

Working Principle:
Energy Generation: Lead and lead oxide electrodes undergo chemical reactions with sulfuric acid to produce electrical energy.
Discharge Phase: Lead sulphate forms on the electrodes, and water accumulates in the acid solution during discharge.
Charging Phase: During charging, lead sulphate breaks down, and water is converted back into sulfuric acid.

Importance of Lead Acid Battery Import: The import of lead acid batteries is crucial for meeting the demand for energy storage solutions in various industries. As lead acid batteries find applications in automotive sectors, industrial machinery, and backup power systems, importing ensures a stable supply chain.
Environmental Considerations: While lead acid batteries offer economic advantages, their recycling and proper disposal are essential due to the environmental impact of lead.
Grant of Registration for New Lead Acid Battery Import: The responsibility for granting registration to importers of new lead acid batteries is delegated to the Central Pollution Control Board (CPCB) as per Rule 5 of Batteries (Management & Handling) Rules, 2001, amended in May 2010.

Procedure for Granting Fresh Registration:

Online Application: Applicants must apply online through the designated web portal.
Submission of Hard Copy: Alongside the online application, applicants need to submit a hard copy on their letterhead with the following documents:
Form I
Form II
Form III (indicating the quantity in metric tons for import)
Attested copy of Import & Export Code Certificate

Address for Registration:
The registration will be issued for the address or branch address mentioned on the Import & Export Code (IEC) certificate.

Grant of Registration:
The in-charge of Hazardous Waste Management Division (HWM Division) will grant registration to new lead acid battery importers.

Renewal of Registration:
Physical copy submission is not required for renewal.
Applicants need to submit renewal applications on the BRMS portal, and it can be done 45 days before the validity period.
Renewal is subject to verification of factors such as the submission of half-yearly returns.
Renewal Period: The renewal of registration is valid for one year. Non-compliance during this period may result in the denial of further renewal.

Cancellation or Suspension of Registration:

Grounds for Suspension or Cancellation:
Registration can be suspended or cancelled for non-submission of timely half-yearly returns to the State Pollution Control Board (SPCB) with a copy to CPCB.

Notice of Non-Compliance:
If half-yearly returns are not submitted for a year, CPCB can issue a notice of non-compliance to importers.

Cancellation Procedure:
Cancellation of registration requires approval from the Member Secretary. In-charge of Hazardous Waste Management Division will issue letters for cancellation of registration.

Reactivation Option:
Importers have the option to reactivate their registration, subject to approval from the Member Secretary. Letters for reactivation of registration will be issued by the in-charge of Hazardous Waste Management Division.
