Reprocessing: The separated lead and plastic casings are recycled into new batteries or used in other products.

Responsibilities of Recyclers: Recyclers must fulfil several responsibilities to ensure proper lead-acid battery recycling: Registration: Recyclers must apply for registration with the Ministry of Environment and Forests (MoEF) or a designated agency.
Compliance: Adhere to the terms and conditions specified during registration.
Reporting: Submit annual returns to the state board, detailing used battery receipts, quantities, and sources.
Record Keeping: Maintain records for inspection by the State Pollution Control Board (SPCB).

Procedure of Registration for Lead Acid Batteries Recycling

Application Submission:
Form VI Submission: Recyclers of used lead batteries must submit an application in Form VI to the Joint Secretary of the Ministry of Environment and Forests (MOEF) or any designated officer/agency.
Supporting Documents:
Along with the application, include: Copy of valid consents under Water (Prevention and Control of Pollution) Act and Air (Prevention and Control of Pollution) Act, 1981.
Copy of valid authorization under Hazardous Wastes (Management and Handling) Rules, 2008/2016.
Copy of valid registration certificate with District Industries Centre.
Proof of installed capacity issued by State Pollution Control Board (SPCB)/District Industries Centre.

Evaluation by Designated Officer:
Technical Evaluation: The designated officer will assess if the recycler possesses appropriate facilities, technical capabilities, and equipment for effective lead battery recycling.
Decision on Registration:
Decision by MOEF: The Ministry of Environment & Forests, designated officers, or an agency appointed by MOEF will make the final decision on the registration application.
Validity and Renewal:
Initial Validity: Registration is initially valid for two years from the date of issue.
Renewal Application: Renewal application (Form VI) should be submitted before the expiry of the registration period.
Authority for Renewal: MOEF or designated officers/agencies have the authority to renew the registration.

Cancellation or Suspension:
Grounds for Action: MOEF can cancel or suspend registration if the recycler fails to comply with conditions or provisions of the Act, with an opportunity for the applicant to be heard.
State Board Monitoring: State boards monitor compliance, and an appeal can be made against suspension/cancellation or refusal of registration.
