Authorization for Solid Waste Management

Solid waste encompasses various waste types generated in an area, including domestic, sanitary, institutional, commercial, horticultural, agricultural, and bio-medical waste. Solid Waste Management is the systematic control of solid waste's generation, collection, storage, transportation, processing, and disposal, considering public health, engineering, economics, conservation, and environmental considerations. Individuals involved in waste processing, treatment, recycling, and disposal facilities must obtain Solid Waste Management Authorization under the Solid Waste Management Rules from the relevant department.
Waste Generators: Waste generators include individuals, residential/non-residential premises, Indian Railways, and defense establishments producing solid waste.
Duties of Waste Generators: Waste generators are obligated to segregate and store waste in three streams (biodegradable, non-biodegradable, and domestic hazardous wastes) and hand it over to authorized collectors. They must also handle sanitary, construction, and demolition waste separately, while adhering to proper disposal practices.

Rules and Regulations for Waste Management in India:

Various regulations govern different aspects of waste management, such as Municipal Solid Waste (Management and Handling) Rules 2000, Biomedical Waste (Management and Handling) Regulations 1998, and E-waste (Management and Handling) Regulations 2010.
Features of Solid Waste Management Rules 2016: Salient features include mandated waste source segregation, integration of waste pickers in the formal system, user fees for littering, and the emphasis on composting/bio-methanation of biodegradable waste.

Applicability of Solid Waste Management Regulations:

The regulations apply to urban local bodies, census towns, industrial townships, railways, airports, defense establishments, SEZs, and more. It covers all non-residential waste generators except for specific waste types covered under separate rules.

Procedure for Solid Waste Management Authorization:

Individuals engaged in waste management activities must seek authorization from the pollution control board. The application process involves Form I submission, examination by the Pollution Control Board, and issuance of authorization within 60 days in Form II, specifying compliance criteria and environmental standards."

Validity and Renewal of Solid Waste Management Authorization

The Solid Waste Management Authorization is initially valid for 2 years, with subsequent renewals extending the validity to 5 years. Renewal applications, submitted in Form 4, should be made at least 60 days before the expiry date. The State Pollution Control Board (PCB) or Pollution Control Committee examines each case before granting renewals.
