To obtain NOC from SPCB, individuals must meet the following eligibility criteria:
1. Industries must be located in demarcated areas.
2. Industries with plant and machinery worth less than Rs. 1 crore.
3. Hosiery units with machinery worth less than Rs. 2 crores.
4. Industries should not discharge any form of pollution.
5. No toxic or hazardous waste should be discharged.

These include Battery waste management industries, Manufacturing industries, Health care sectors and institutions, Solid waste management industries, Plastic waste management industries, Bio-medical waste industries, E-waste management industries, Plastic Waste Industries, Recyclers, Refurbishers, and Hotel Industry.

Procedure to Obtain NOC from State Pollution Control Board:

The procedure of obtaining the NOC from the state pollution control board can be done through the online consent management and monitoring system. Consent to Operate (CTO) is required for manufacturing under environmental laws. The industry proprietor must submit the relevant permits, fees, and the CTO FORM to obtain Consent to Operate the license. Before commencing operations, any applicant must get a NOC from the state Pollution Control Board. Consent to Operate is essential even for trail production.

Initial Inspection: An officer will inspect the industrial unit before awarding the NOC.
Status Check: The Competent Authority will check the status of pollution control measures/devices undertaken during the initial inspection.
Follow-up Inspection: After delivering the initial CTO, the unit will be inspected again in three months to ensure compliance.

The validity period for a Consent to Operate (CTO) is as follows:
Red category: Validity period of 5 years Orange category: Validity period of 10 years
