FMCS for Valves, Cylinders, and Regulators

The Foreign Manufacturer’s Certification Scheme (FMCS) under the Bureau of Indian Standards (BIS) is essential for foreign manufacturers selling valves, cylinders, and regulators in India. This scheme ensures the quality and safety of these products, preventing potential hazards such as explosions, fires, and leaks.

Eligibility Criteria of BIS FMCS for Valves, Cylinders, and Regulators:

Factories must be located outside India.
Products must comply with BIS standards.
Mandatory fees include registration, audit, license, marking, and performance bank guarantee.
Valves, cylinders, and regulators must undergo thorough testing before applying for an FMCS license.
Appointment of an Authorized Indian Representative (AIR) is necessary.

Indian Standards of BIS FMCS for Valves, Cylinders, and Regulators:

Liquefied petroleum gas containers for automotive use - IS 14899
Welded low carbon steel cylinders exceeding 5-liter water capacity for low-pressure liquefiable gases Part 4 Cylinders for toxic and corrosive gases - IS 3196 (Part 1)
Welded low carbon steel gas cylinder exceeding 5-liter water capacity for low-pressure liquefiable gases Part1 Cylinders for liquefied petroleum gas (LPG) - IS 3196 (Part 1)
Welded low carbon steel gas cylinder exceeding 5-liter water capacity for low-pressure liquefiable gases Part 2 Cylinders for liquefiable gases other than LPG - IS 3196 (Part 2)

Process of BIS FMCS for Valves, Cylinders, and Regulators:

Preparation: Ensure compliance with terms, collect necessary documents (business license, declaration of conformity, manufacturing process details).
Registration Form: Apply online on the BIS portal or submit hard copies offline at the FMCD department in Delhi. Pay the registration fee. Issue Raised (if any): Address any issues raised by BIS authorities.
Nomination of AIR: An Authorized Indian Representative (AIR) is nominated, knowledgeable about FMCS regulations, valves, cylinders, regulators, and government rules.
Factory Audit: Authorities visit the manufacturing unit on a mutually agreed date. Verify manufacturing processes, machinery, location, raw materials, and testing facilities.
Product Sample: Collect samples for performance assessment. Sent to BIS accredited and NABL-certified laboratories.
Laboratory Results: Positive reports lead to compliance and license issuance; negative reports halt the process for necessary changes.
